Calculate the remaining block light after distance and the effective brightness with sky light.
Light formulas follow Java Edition. Bedrock handles sky light the same way, but some light-emitting blocks differ.

HOW IT WORKS

Light loses one level for every block of distance. A torch with light 14 still lights up the block 14 blocks away at level 0.

FAQ
Light loses one level for every block of distance. A torch with light 14 still lights up the block 14 blocks away at level 0.
Hostile mobs stop spawning at block light 0 in Java Edition. Keep the effective brightness above 0 to keep an area spawn-proof.
Torches emit light level 14, lanterns and glowstone 15, candles 3–15 depending on count, and campfires 15.
The game uses whichever is brighter, so the effective brightness is the maximum of the remaining block light and sky light.
Check both light sources: a bright block light can fade to zero before reaching a corner, and sky light drops by one per block below open sky.
